County allocates funds for 2008

YOUNGSTOWN — Mahoning County Sheriff Randall Wellington didn’t get all the money he wanted from the county’s general fund for 2008, but he said he’ll be able to compensate for the shortfall.

“I think it was fair,” he said of the $18 million the county commissioners on Thursday granted him from that fund for next year. The sheriff had requested $19,694,520 for 2008, but said he expects he can cover the difference with some of the $4 million to $5 million he expects to receive for housing federal prisoners in the county jail he operates. The county gets about $69 a day per federal prisoner housed in its jail.

At $18 million, the sheriff’s budget will consume nearly 30 percent of the county’s $60,110,000 general fund budget for 2008 — by far the largest chunk of the county’s general fund.

The county commissioners received $67,986,332 worth of requests from county department heads, but trimmed that amount by almost $8 million to come up with next year’s budget for the general fund, which is the county’s main operating fund. General fund spending this year is expected to total about $58.8 million.

The only department besides the sheriff’s department to consume a double-digit percentage of the general fund is the juvenile court, whose budget covers that court’s probation and clerk’s offices and the round-the-clock operating costs for the juvenile detention center.

The juvenile court sought $6,691,252, but got $6.2 million, which was slightly more than its 2007 budget. That court consumes about 10.3 percent of the general fund.

“We went through that with a fine-toothed comb, and I’m pretty much satisfied at this point faxless payday loans. There could be adjustments made down the road,” Commissioner David Ludt said of next year’s budget.

In other action, the commissioners approved a $22,442 final payment on Chase Bank’s lien on Oakhill Renaissance Place, the former Forum Health Southside Medical Center. The county bought Oakhill last year in U.S. Bankruptcy Court and now houses its Department of Job and Family Services there.

The bank’s lien on the property stemmed from the principal and interest on the $100,000 loan it made to keep Oakhill operating during last year’s bankruptcy proceedings. The rest of that lien was paid off by the county’s $75,000 purchase payment for the former hospital and monies from a bank account and rental income left over from Oakhill’s former owner, the Southside Community Development Corp.

Commissioners also approved a wage reopener, which will give 3 percent pay increases to 303 civilian employees and deputies in the sheriff’s department belonging to Fraternal Order of Police Lodge 141, effective Jan. 1. Annual full-time pay ranges between about $24,000 a year for cadets and $41,120 for top-level deputies.

Also passed by the commissioners was a resolution to cooperate with the Ohio Department of Transportation on turn-lane additions to improve traffic flow at the intersection of Tippecanoe Road, U.S. Route 224 and Lockwood Boulevard. The road construction job is scheduled to be advertised to potential bidders next spring. ODOT will pay the entire cost. Traffic will be maintained with lane restrictions during construction.

Wachovia, SunTrust Tops In Mortgage Customer Satisfaction

WHEN IT COMES TO MORTGAGE lending customer satisfaction, Wachovia tops the list, followed closely by SunTrust, according to the latest research from J.D. Power and Associates. The research firm, whose results are often touted in marketing efforts, showed that overall, most borrowers remain satisfied with the service from their lenders despite the apparent burst of the housing bubble and sub-prime mortgage foreclosures. The study, which measured satisfaction over four factors of the mortgage experience, found that overall satisfaction was 750 on a 1,000-point scale, which is about equal to a similar study conducted last year.

“What we thought was going to happen was that the satisfaction rate would go down because [we thought] people were going to have a harder time getting a loan,” Tim Ryan, senior director of the mortgage practice at J.D. Power and Associates and author of the study, tells Marketing Daily. Satisfaction remained level because many borrowers were shying away from brokers and dealing directly with lenders, which speeds mortgage approval and closing times, he says.

Ryan adds that with so many sub-prime borrowers defaulting on their loans, mortgages for mid-range borrowers were also approved more quickly, which also increased customer satisfaction.

On the 1,000-point scale, Wachovia scored 827, and SunTrust scored 818. The next-closest score was from Bank of America–which was 760, a 50-point difference. “Those two companies really commit to customer satisfaction and do what they can to make sure they do that well,” Ryan says cash advance now. “There’s a lot of moving parts [to a mortgage] and to get it right takes a lot of work.”

Factors that affect a customer service ratings include providing an accurate time frame for approval, providing updates on the process, and providing accurate application and closing cost estimates. The survey, which was conducted from September 2006 to August 2007, showed that customers who received an approval time frame gave scores that were an average 112 points higher than those who did not get such information. Similarly, customers who received updates on their loan status provided scores that were an average 209 points higher.

On the downside, customers whose monthly payments were higher than estimated gave scores that were 159 points lower than borrowers who received accurate estimates. Also, borrowers who were surprised with additional fees during closing gave scores that were 220 points lower, according to the study.

Moving forward, Ryan expects customer satisfaction to increase over the next year, as fewer borrowers go through brokers to refinance, though diminishing property values could hurt the customer satisfaction index.

Stock market not buying recession

Despite all the talk about recession, the stock market doesn’t seem to be buying it.

Most stock-market barometers, including the Dow Jones Industrial Average, are within several percentage points of their record highs, and prices have rallied in recent days.

What explains the relatively upbeat mood on Wall Street despite worsening housing figures, the credit crunch, high oil prices and the like?

James Glassman, senior economist at JPMorgan Chase, has an explanation.

“It’s not just about U.S. anymore,” he said, speaking at an economic-forecast lunch in Phoenix sponsored by Chase and the W.P. Carey School of Business at Arizona State University. “It’s a global economy.”

In his, moderate inflation and surprisingly robust corporate profits - both influenced heavily by globalization - have kept stock prices afloat.

Despite a weak dollar, high oil prices and other disruptions, globalization and low-cost foreign labor have kept U.S. inflation around 2 percent.

“When inflation is low, it means the economy isn’t overheating and has the potential to grow,” he said.

Meanwhile, corporate profits and profit margins remain at or near record levels no checking account payday advance. Glassman attributed this largely to American business links to China, India, Eastern Europe, Latin America and other growing nations that, unlike Japan of a generation ago, don’t shut their doors to foreigners. U.S. companies, he said, are expanding their ties “to a world economy that’s waking up, where the lights are coming on all over.”

The U.S. export boom helps explain why the domestic economy has remained resilient, said another speaker, David Wyss, chief economist at Standard & Poor’s. While the slide in residential construction has trimmed 1.1 percentage points from U.S. economic growth, expanding exports have added nearly as much. Gross Domestic Product grew 3.9 percent in the third quarter.

Global growth will finish the year even higher, around 4.9 percent, Wyss predicted.

“World growth remains strong,” he said. “More engines are pulling the train.”

Both speakers cautioned that the U.S. economy isn’t out of the woods yet. Wyss indicated the first half of 2008 could be noticeably slower.

“There aren’t a lot more straws you can put on the back of this particular camel without breaking it,” he said.

But he refrained from predicting a recession next year, assessing the probability of one at 40 percent.
